Abstract
The purpose is to analyse approaches in prevention of substance-related problems, e.g. substance-related disease, with respect to their efficacy in the national population. Included are studies about tobacco, alcohol and psychotropic drugs. The evidence of more than 20 years, particularly in alcohol prevention, shows that moderate restrictions in availability combined with promotion of health behavior are most likely to be effective. After that secondary preventive measures, like counselling approaches in primary health care, follow with regard to efficacy. Both measures together offer the opportunity to raise the health status of a population more efficiently than it has been possible with the way focussed at rehabilitation in Germany.
